Rust-Oleum Universal Bonding Primer is a water-based, fast-dry, maximum adhesion acrylic primer that firmly bonds any topcoat to difficult-to-paint surfaces, including two-part epoxies. It may be used on interior/exterior surfaces such as galvanized steel, non-ferrous metals, furniture, aluminum flashings, PVC, porcelain, glazed brick, metal, wood, and fiberglass. It flows and levels smoothly has a very low odor, and is rust inhibitive.
